Checks if the GDZ file of the elevation can be exported.

Parameters
Description
Dictionary<string, object> parameters
The parameters to define the GDZ. WellKnownParameterKeys.Elevation.Gdz

Returns an IOperationInfo that is empty when the export is possible, otherwise containing reasons why the export is not possible.
